The objective of this consultancy is to put in place a groundwater early warning system (GEWS) to monitor the resource availability and quality in 8 drought-prone districts of southern Madagascar (Betioky, Ampanihy, Bekily, Beloha, Tsihombe, Ambovombe, Amboasary and Taolognaro). Measuring groundwater levels and precipitation is critically important for identifying long-term trends including declining water levels and saltwater intrusion, seasonal variations, aquifer recharge and level status of drinking water. The proposed GEWS concerns the monitoring of aquifers water levels, small and medium scale systems available in the study regions, and it will be implemented at three levels: § Level 1: Automatic GEWS – Dataloggers are the core of this monitoring system and it will perform the following key tasks: data collection, processing, storage, control limit values and real-time transmission. § Level 2: Manual GEWS – Piezometric probes/EC meters will be installed on specific small and medium systems to monitor groundwater fluctuations. § Level 3: Community-based GEWS – local population monitor the functioning of handpumps in community and provide qualitative information on water availability and quality to a contractor. The monitoring of the groundwater levels will be associated with rainfall measurement through meteorological stations. The number and localization of these meteorological stations will depend on the heterogeneity of the study area. Additionally, the Consultant will oversee the installation of all data loggers and meteorological stations including all related equipment.
