World Bank Donor Funded Staffing Program (DFSP)

The World Bank Group’s Donor Funded Staffing Program (DFSP) is financed by donor governments. The objective of the DFSP is to contribute to the World Bank’s diversity targets and capacity building efforts through the recruitment of junior and mid-career professionals in headquarters and country offices.

Salaries and benefits are 100% funded by DFSP donors. Participating donors are Austria, Belgium, Denmark, Finland, France, Germany, Iceland, Italy, Japan, Korea, Kuwait, the Netherlands, Norway, Spain, Sweden, and Switzerland.

The program allows donors and the Bank to leverage their development agendas more strategically. The DFSP consolidates two previous stand-alone donor funded programs — Junior Professional Officers and Externally Funded Staffing.

Eligibility Criteria

Junior Professional Officers (JPOs):

  • Master’s degree and a minimum of two years of relevant experience.
  • Fluency in English is essential. Fluency in another World Bank language is desirable (Arabic, Chinese, French, Portuguese, Russian and Spanish).
  • Grade Level: UC (ungraded)

Mid-career Professionals (formerly EFSP):

  • Master’s degree and a minimum of five years of relevant experience (depending on grade level).
  • Fluency in English is essential. Fluency in another World Bank language is desirable (Arabic, Chinese, French, Portuguese, Russian and Spanish).
  • Grade: GF Level and above.

Participation

Participation is coordinated between partner countries and the Bank. DFSP-eligible positions are advertised by the donor countries at a national level (by ministries, government agencies, etc.) and qualified candidates are put forward by donors. The Bank makes all final hiring decisions.

Terms and Conditions

An applicant must be a national of the donor country. Candidates with dual citizenship must indicate this information in their application. For candidates with U.S. dual citizenship, the U.S. citizenship prevails.

Participants are assigned to World Bank headquarters in Washington, D.C. or to a country office.

Donor funding is available for up to three years (additional funding is potentially available from the World Bank Group). Business needs, individual performance, and donor funding can affect the length of the assignment.

Apart from the source of funding and the nationality tie, DFSP participants will be governed by the same HR rules and policies as any other World Bank Group staff.
