Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the Asia and Pacific region. The position is assigned in the Gender Equity Thematic Group (Gender TG) of the Thematic Service Advisory Cluster (SDTC-GEN) within the Sustainable Development and Climate Change Department (SDCC). The SDCC is the focal point which provides corporate coherence in the development and implementation of sector and thematic policies and strategies in ADB. The SDTC aims to consolidate the thematic operational and knowledge support services, which include carrying out the implementation of ADB’s Policy on Gender and Development (GAD) which calls for gender equity across the full range of ADB’s operations and the strengthening of capacity of implementation of the Gender Operational Plan.

Job Purpose

The Principal Social Development Specialist (Gender and Development) will provide primary support, to the implementation, acceleration, monitoring and reporting of the ADB Policy on Gender and Development and the Gender Equality and Women’s Empowerment Operational Plan, 2013-2020 (Gender OP). S/he will provide high level support to the Chief of Gender Equity Thematic Group on all matters regarding the Gender TG Secretariat, functions, including acting in her/his absence. S/he will also ensure and lead the implementation of Bank-wide standards on gender mainstreaming in operations The incumbent will report to the Chief of Gender Equity Thematic Group and will supervise the national and administrative staff.

Responsibilities

  • Assist the Chief of Gender Equity Thematic Group provide high level policy advice on both short-term and long-term GAD issues in relation to ADB’s strategic development objectives including (i) preparation of annual reports on progress on Gender OP and GAD Policy; (ii) tracking and reporting on annual gender equality results and targets in the annual corporate Development Effectiveness Review reports; and (iii) preparing policy papers and briefing notes on gender for the Management and the Board.
  • Assist the Chief of Gender Equity Thematic Group to oversee the provision of technical advice to the operations departments (ODs) to integrate gender considerations into their country partnership strategies and programming including (i) preparation of selective country gender assessments as part of the country partnership strategy process, as well as gender analysis of the Asian Development Fund’s country performance-based allocation; (ii) technical advice to ODs, both through direct operations support or document peer review process to integrate gender into project designs, including project-specific gender strategies and gender action plans; (iii) carry out selected GAD implementation review missions to elicit good practices and lessons learned from ongoing projects; and (iv) in collaboration with ODs, conceptualize, develop, and implement gender pilot initiatives.
  • Coordinate partnerships with technical agencies, centers of excellence in knowledge management, and other external organizations addressing GAD, including fund raising and knowledge partnerships.
  • Develop new financing partnerships and explore contributions to the Gender and Development Cooperation Fund (GDCF).
  • Prepare knowledge products and services on gender issues of importance, such as studies on current and emerging issues, operational tools (sector checklists and toolkits), and good practice project case studies. Disseminate ADB gender knowledge by organizing knowledge and learning events, use of media and website, social media, and represent ADB in external events.

 

Qualifications

Relevant Experience & Requirements

  • Master’s Degree, or equivalent, in Gender Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Economics, Human Rights, or other social science, preferably involving gender studies. University degree in Gender Studies, Sociology/Anthropology/Social Development, International Development/Affairs, Public Policy, Economics, Human Rights, or other social science combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
  • Minimum of 12 years of relevant professional experience in GAD policy development and its implementation in multi-lateral or bilateral development institutions, with good knowledge of the Asia and Pacific region, at senior levels (e.g. leading projects) and international experience working in several countries, including Asia and the Pacific
  • Excellent written and verbal communication skills in English is required
  • Possesses strong analytical skills relevant to country analytical work and social/poverty/gender assessments to lead ADB’s gender knowledge
  • Extensive knowledge and experience with incorporating GAD in programs and projects, in the Asia and Pacific region
  • Strong leadership qualities and strong ability to share technical knowledge and experience, identify and develop best practice and to work across organizational boundaries
