The Science, Technology and Innovation Directorate (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added. The Structural Policy Division (SPD) in the STI is responsible for work on industry, entrepreneurship, and innovation polices carried out for the Committee on Industry, Innovation and Entrepreneurship (CIIE), Steel Committee and Council Working Party on Shipbuilding.
STI/SPD is looking for a Statistician/Junior Analyst to support the work in constructing OECD’s Inter-Country Input-Output (ICIO) tables (http://oe.cd/icio), the infrastructure underlying Trade in Value Added (TiVA) indicators (http://oe.cd/tiva), and play an active role in developing extensions to ICIO to address a range of policy questions.
The work will be conducted under the auspices of the OECD Committee on Industry, Innovation and Entrepreneurship (CIIE). The selected person will work under the supervision of a Senior Statistician and under the management responsibility of the Head of Division.
- Compile, validate and harmonise statistical information from national, regional and international statistical agencies for input into the ICIO, in particular for non-OECD economies: Supply and Use Tables (SUTs), Input-Output tables (IOTs), National Accounts times series and Tourism statistics (for estimates of non-resident expenditure).
- Support the production and quality control of the resulting ICIO tables and TiVA indicators.
- Contribute to detailed documentation and metadata concerning the above data work. In particular, drafting country notes outlining sources used, describing estimation methods applied and explaining any apparent divergences from national statistics.
- Play an active role in the development of extensions to ICIO. Including, but not limited to:
- New comparative indicators and analysis to describe the impact of global value chains (GVCs) on national employment structures;
- Improved indicators relating to embodied carbon emissions and, potentially, other pollution emissions;
- GVC analyses extended to a level of industry/product detail beyond that available in the ICIO (i.e. applying ‘disaggregation techniques’), as required.
- For all the above, build on the ICIO infrastructure, prepare the necessary input coefficients, appropriately modified Input-Output matrices (e.g. Leontief inverse) and other metrics, at the required level of detail.
Dissemination and representation
- Provide support to OECD researchers wishing to use the ICIO infrastructure for analysis related to globalisation.
- Represent the OECD at conferences, workshops and seminars related to the construction of and use of global Input-Output systems, as required.
Ideal Candidate Profile
Academic Background
- An advanced university degree in economics or statistics with strong emphasis on operations research or quantitative analyses.
Professional Background
- At least two years’ relevant professional experience in carrying out quantitative analyses in support of Input-Output related policy analysis.
- Proven experience in the development of global Input-Output systems and documenting and drafting analysis of the results.
- Experience in contributing to multidisciplinary projects.
- Very good knowledge of contemporary software tools for quantitative and statistical analyses and database construction (such as R, Matlab, STATA and SQL).
- Very good knowledge of the latest quantitative methods for constructing global Input-Output tables and performing related I-O analysis and economic modelling.
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
- Thirteen month fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 4,560 EUR, plus allowances based on eligibility, exempt of French income tax
